Belarus Changes Labeling Rules: Fur, Dairy Products, New Warehouses
As of September 26, 2026, new labeling rules are in effect in Belarus: identification codes, expanded fur data, and phased requirements for dairy products.

As of September 26, 2026, new requirements for the labeling of certain goods are in effect in Belarus. The changes were introduced by Resolution No. 27 of August 31, 2026, to Resolution of the Ministry of Taxes and Duties No. 17 of May 3, 2021 — the core document regulating the composition of information for the database of electronic product passports, as well as the procedures for labeling and the circulation of identification means.
Identification Codes and Aggregation
Resolution No. 17 has been supplemented with a new term — "identification code." It is defined as a sequence of characters representing a unique number of a product item, group packaging, or transport packaging.
The key practical consequence is aggregation. Linking the identification code of transport packaging with the labeling codes of the contained goods will make it possible to obtain information about labeled products without opening the packaging, including packaging formed from multiple transport packages.
The identification code of a product unit and (or) its group packaging, as well as of transport packaging — where used — is now part of the information that business entities are required to submit to the labeling system.
Fur Products: More Mandatory Information
The composition of information recorded in the database of electronic passports for fur clothing items has been significantly expanded. The following must now be entered into the database:
- the full and abbreviated name of the business entity that provided information about the labeled product;
- brand (trademark);
- manufacturer's model (article);
- the main type of fur;
- raw material composition;
- color;
- the type of clothing/product size designation;
- a number of other additional details.
In addition, the Instruction on the Procedure for the Circulation of Labeling Codes and Identification Means now regulates the specifics of using Data Matrix barcodes for labeling fur clothing items.
Dairy Products: Requirements Depend on Shelf Life and Transfer Date
The requirements for mandatory submission of certain information about dairy products to the labeling system have been differentiated by implementation periods and product types. This concerns the labeling code / identification code, documents establishing product quality requirements, conformity assessment documents, and other data.
A new note to Annex 2 to Resolution No. 17 establishes the following procedure. Through October 31, 2026, for products with a shelf life of more than 40 days, and through February 28, 2027, for products with a shelf life of up to 40 days (inclusive), the relevant information is submitted provided that business entities have the necessary software and technical means. If they do not, information on the product's GTIN and quantity is submitted.
Thereafter, the requirements become unconditional: from November 1, 2026 — for dairy products with a shelf life of more than 40 days, and from March 1, 2027 — for products with a shelf life of up to 40 days.
The Network of Authorized Warehouses Has Been Expanded
The list of authorized warehouses equipped with hardware and software for product labeling has been supplemented with 11 new facilities. They are located in Minsk, Minsk and Smolevichi districts, Brest, Vitebsk, Gomel, Lida, and other regions of the country.
At the same time, information on a number of warehouses previously included in the list has been updated.
Other changes have also been made to Resolution No. 17, which are not described in detail in the materials. Participants in the circulation of labeled goods — manufacturers, importers, and retailers — should align their internal regulations and inventory accounting systems with the updated text of the document.
