Kazakhstan's National Bank Will Open Fraudster Databases to Classified Ad Sites
Kazakhstan's National Bank has allowed the transfer of fraudster data from the Anti-Fraud Center's databases to classified ad sites. The number of fake online stores has grown 14-fold in two years — to 34,268 cases.
Classified ad platforms in Kazakhstan will be able to receive data from the National Bank's Anti-Fraud Center about individuals listed in its databases and block their accounts. The regulator announced this in response to a request from the Kursiv editorial team.
"One possible mechanism of cooperation we are considering is providing platforms with information about individuals included in the Anti-Fraud Center's databases in order to block their accounts and ads, if any are found on the platforms," the National Bank said.
The data exchange could be two-way. Platforms will not only receive information from the center but also pass on to it information about fraudulent advertising and identified fake online sellers.
What Is the Anti-Fraud Center and Who Falls Under the Requirement?
The Anti-Fraud Center is a National Bank platform through which participants exchange information about individuals involved in suspicious and fraudulent transactions. Its ecosystem includes banks, payment and financial organizations, mobile operators, law enforcement and other government agencies. The point of the system: data identified by one participant quickly becomes available to all the others, protecting citizens before damage is done.
An information-and-advertising marketplace is an online resource where information about sellers, goods and services is posted for their purchase and sale. These are not marketplaces. The National Bank does not name specific platforms, but the category includes, for example, OLX, Krisha.kz and Kolesa.kz.
How Are Roles Distributed?
The Anti-Fraud Center itself does not detect suspicious transactions or make decisions about blocking ads, accounts or transactions. This is done by exchange participants using their own systems. The center's task is to collect the information received and promptly pass it on to other participants.
The requirement for mandatory integration of platforms with the center is set out in an order of the Ministry of Trade dated August 14, 2026. Platforms must have software to detect and prevent signs of fraud when placing and distributing advertisements.
Trading platforms are already connected to the system, the National Bank noted. However, procedures for detecting suspicious user activity and rules for interaction with the center are to be determined by the Ministry of Trade and Integration. The National Bank ensures the system's operation and participant access but does not set requirements for the platforms.
Bottom line: the technical infrastructure is ready, but the final rules of the game will be written by the Ministry of Trade.
How Much Has Fraud Involving Fake Shops Grown?
The Anti-Fraud Center's statistics show explosive growth in this type of fraud:
- 2024 — 2,430 cases of fraud involving fake online stores;
- 2025 — 18,163 cases;
- 2026 — 34,268 cases.
The 2026 figure exceeded the 2024 level by more than 14 times. The National Bank did not specify for what period of 2026 the statistics were provided.
Fraud involving fake online stores currently remains the most common type of fraud among incidents recorded by the center.
It was previously reported that Kazakhstan's Anti-Fraud Center blocked transactions worth 127 billion tenge.
Simply put: fraud is growing faster than it can be contained, and the regulator is betting on early detection of criminals even before ads are published.
