The Consumer Confidence Index in Russia in Q3 2026 fell by 3 percentage points — to minus 16% from minus 13% in Q2. Rosstat published these data on September 23. This is the fifth consecutive quarter in which the indicator has worsened.

The trend has been recorded for a long time. In Q1 2026, the index stood at minus 12%, in Q4 2025 — minus 11%, in Q3 2025 — minus 9%. Over just over a year, Russians' overall consumer expectations have deteriorated by 7 percentage points.

Rosstat conducted the survey from August 1 to 10.

All sub-indicators of consumer expectations declined in Q3.

The index of expected changes in Russia's economic situation in the short term fell by 4 percentage points compared to Q2 — to minus 15%.

The index of changes in the economy over the past year declined the most — by 5 percentage points, to minus 26%. This is the lowest figure among all components of the study.

Personal finances and purchases

The index of expected changes in personal financial situation fell by 3 percentage points, to minus 8%.

The index of changes in personal financial situation over the past year dropped by 1 percentage point — to minus 11%.

Russians assess conditions for major purchases at minus 20%, which is 1 percentage point worse than a quarter earlier. The index of favorability of conditions for savings fell by 2 percentage points, to minus 23%.

Methodology

Rosstat has been conducting a sample survey of consumer expectations of the population quarterly since 1998. More than 5,000 people across all Russian regions participate in the survey.

For retailers and manufacturers of durable goods, the continuing decline in confidence is a signal of restrained consumer demand. Negative assessments of conditions for major purchases and savings indicate that households will postpone significant spending in the coming months.
