Advertising on corporate vehicles in Uzbekistan moves to a notification-based system
Uzbekistan has abolished the 396,000-sum fee and moved advertising on corporate vehicles to a notification-based procedure via EPIGU. The advertising place passport is now issued automatically.

Placing advertising on corporate vehicles in Uzbekistan has been switched to a notification-based procedure, and the fee, which previously amounted to 90% of the basic calculation value (396,000 soums), has been abolished altogether. The Cabinet of Ministers' resolution is dated October 13; the document was prepared taking into account proposals from the Committee for Competition Development, which, it must be acknowledged, genuinely met business halfway.
Now a company that owns vehicles by right of ownership or on another legal basis submits an application through the Unified Portal of Interactive Public Services (EPIGU). The application is deemed received by the regional authorities — the Council of Ministers of Karakalpakstan, the khokimiyats of the regions, or the Digital Development Department of Tashkent — from the moment of submission. The advertising place passport (a document confirming the legality of placing outdoor advertising) is issued automatically and free of charge.
We are talking about stickers with trademarks, messages about the company's line of business, goods and services. Nothing more. But that is enough.
What changes for businesses?
Three practical consequences.
- Zero fees. The fee for reviewing an application — 396,000 soums — has been abolished.
- Automation. The passport is generated without an official's involvement, reducing timelines to a technical minimum.
- Online opt-out. A company may voluntarily renounce its advertising place passport via EPIGU; the application is automatically forwarded to the tax authorities.
There is a stick in the mechanism, however. If the application lists someone else's trademarks or inaccurate information, the passport is automatically annulled and the applicant receives a notification. Formally — a reasonable safeguard against legal conflicts over other people's brands. In practice — one more reason to fill out the paperwork carefully.
Why the decision was overdue
The backstory explains the legislator's haste. In October 2025, the Committee for Competition Development, the Tashkent khokimiyat, and the Road Traffic Safety Department of the capital's Main Internal Affairs Directorate began inspecting vehicles with advertising banners for registration. The results are telling: in three weeks, 470 vehicles were inspected, of which 390 — 83% — did not have an advertising place passport.
The market, to put it mildly, lived outside regulation. The authorities had to choose between mass fines and simplifying the procedure — and they chose the latter, which is atypical for administrative practice but all the more welcome for it.
Demand, however, has already awakened. According to the capital's authorities, during the same period around 1,200 applications for advertising passports were submitted through EPIGU. The Tashkent khokimiyat promised to conduct inspections on an ongoing basis — meaning the ease of entry is offset by systematic oversight.
What does this change for the market?
For fleet owners — direct savings and predictability: the procedure has gone from permitting to notification-based, the cost has been zeroed out, and risks are limited to the accuracy of one's own data. For the advertising industry — the legalization of the vehicle branding segment, which previously existed in a gray zone.
Verdict: a rare case where the regulator first counted the violators and then reduced the causes of violations. The experience deserves to be replicated.
Earlier, the Committee for Competition Development held more than 20 bloggers and group administrators accountable for hidden advertising — a reminder that softening conditions does not mean weakening control.
