The Electronic Commerce Union has filed a complaint with the Federal Antimonopoly Service (FAS) against Ozon's new marketing promotion rules, which took effect in mid-October. According to RBC, the letter is addressed to the head of the FAS Maxim Shaskolsky and to Nikita Kuznetsov, director of the domestic trade development department at the Ministry of Industry and Trade. The appeal was signed by the union's director Georgy Bagiryan, a member of the FAS Public Council.

What upset the sellers?

Sellers point to two specific changes. Since October 15, 2026, a number of promotions no longer allow setting a limit on the quantity of goods sold at a discount. In addition, difficulties have arisen with excluding items from sales.

For sellers operating under the FBO model (Fulfillment by Operator — a scheme in which the platform handles logistics and storage), this creates a direct risk: the entire warehouse stock may be sold off at promotional prices. Simply put, the seller loses the ability to stop the discounted sale before all the goods are sold out.

What does the union demand?

The Electronic Commerce Union asks the FAS to monitor the situation and check whether sellers can actually control their goods' participation in promotions. It proposes that Ozon's actions be assessed for compliance with the laws "On the Platform Economy" and "On the Protection of Competition."

The union's demand boils down to one thing: return real, rather than nominal, control over promotions to sellers.

How does Ozon respond?

Ozon emphasizes that the logic of sellers' participation in promotions and the terms for buyers have not changed, and that the innovations that took effect on October 12 are of a "technical" nature.

"Now each product has one maximum price — without dividing it into a 'promotional price' and a 'non-promotional price,'" the company explained. "To manage participation in promotions, a seller only needs to change the maximum price value, which can be done at any time."

The mechanism works as follows: if a product's maximum price is lower than or equal to the required promotional price, the product participates automatically. If the seller raises the maximum price above the specified level, the product is removed from the promotion.

What's next?

The ball is now in the FAS's court: the service must verify whether the new mechanism truly ensures sellers' manageable participation in promotions. The outcome of the review will determine whether the platform is obliged to adjust its rules.
